Building a New Global Platform for Trade & Investment, Empowering the Next Generation

Shanghai, October 16, 2025 —


Facilitated by the Latvian National Tourism Investment and Development Council, the United Nations Industrial Development Organization Investment and Technology Promotion Office in Shanghai (UNIDO ITPO Shanghai) and the EU Committee for Promotion of Tourism Investment and Development (EUCPTID) signed a cooperation framework agreement in Shanghai, establishing an innovative partnership. The agreement signals a joint commitment by all three parties to advance global trade and investment, technology exchange, and youth talent development within an open, inclusive, and innovation-driven international cooperation ecosystem.

Mr. Yin Xiaoxiao, Chief Representative in China of the Latvian National Tourism Investment and Development Council and EUCPTID’s Director for the Asia-Pacific region, attended the signing ceremony together with more than 20 international guests from the European Chamber of Commerce, the Polish Investment and Trade Agency, and the Government of Zala County, Hungary.

A Structured Mechanism for Two-Way Investment and Technology Cooperation

Under the framework, UNIDO ITPO Shanghai and EUCPTID will establish a regular, institutionalized mechanism for information sharing and project collaboration focused on two-way investment and technology cooperation. A joint working group will be created to provide end-to-end support for high-potential projects—covering project dialogues, targeted resource matching, investment and financing facilitation, incubation, acceleration, and market promotion—ensuring practical implementation and tangible results.


Cultivating International Talent and Empowering Youth

Focusing on the future of young people, the partners will work together to nurture a new force for global development.“At the heart of sustainable development are young people—the hope of the future,” said Ms. Zhao Xiaolei, Director of UNIDO ITPO Shanghai, in her keynote remarks. “This cooperation will create opportunities for young entrepreneurs, students, and visiting scholars to conduct research and gain real project experience in authentic international collaboration settings, helping them grow through practice.”

Speaking to the media, Mr. Jiang Yuewei, the signing representative for EUCPTID in China, shared the organization’s global cooperation experience:“Registered in the European Union, EUCPTID has successfully delivered multiple programs in several African countries, in India, and with the OECD to promote tourism investment and regional economic development—forming a mature, replicable model. We are confident in China’s potential and innovation vitality. By aligning our proven approaches with China’s development priorities, we aim to explore win-win cooperation in sustainable tourism, green economy, and digital technologies.”

As the key facilitator of this collaboration, Mr. Yin Xiaoxiao emphasized its strategic significance:“This framework goes beyond traditional bilateral cooperation. For Latvia, it provides a new channel to showcase our national image and attract Chinese investment and visitors; for EUCPTID, it marks a crucial step in expanding across the Asia-Pacific; and for UNIDO ITPO Shanghai, it is an innovative attempt at a new cooperation mechanism. By complementing each other’s strengths and sharing resources, we expect a ‘1+1+1>3’ outcome that injects new momentum into connectivity and prosperity across the Eurasian continent.”


Youth Voices

Youth representatives Fan Xinran and Ding Keyi shared their excitement and aspirations at the event. They expressed that witnessing—and having the chance to participate in—such a high-level international cooperation initiative is truly inspiring. They look forward to engaging actively with the joint working group’s platform, broadening their global horizons, and strengthening professional capabilities to contribute youthful energy to the global development agenda.

Looking Ahead

The signing of this cooperation framework is a concrete example of international organizations joining forces to advance shared global development goals. The joint working group is expected to launch the first batch of pilot projects soon, focusing on green technologies, creative tourism, digital innovation, and youth entrepreneurship. This initiative will deepen China-Europe—and broader global—engagement in trade and investment while laying a solid foundation for cultivating the next generation of globally competent leaders. The three parties now move into a new phase of substantive implementation and shared results.
